”We are going to make an historical re-enactment of at least one community meeting that has been held in the City of Newburgh that the Department of Defense has attended with regard to the ongoing water crisis. It is a performance that is also a healing ritual of release and catharsis. We will have actors playing the roles of mayor, scientist, air force figurehead, military general, and others. There will be chairs set up for visitors to attend the meeting.” - Kempson

A meeting is held for a city in crisis - a crisis of proportions that approach the ontological/existential/oneiric. The government is there to provide evasive answers and responses to the questions and demands of concerned citizens. The citizens are free to respond in any of several ways and actions that have the powerful potential to set them free from their own problem-solving ideas.
